- Planning

Strategic
Planning
- Determines the strategic direction
of the Section in line with the Strategic Objectives of the Division
- Responsible for service delivery
of the Section
- Directs the activities of
the Section including the development of team inputs
- Implements strategic decisions
of the Division as far as they relate to Section
- Develops and implements administrative
infrastructures of the Section including the following:
- Policies & procedures
- Document management
- Financial management
- Information technology &
systems
- Management reporting
- Human resource management
- Identifies constraints and
resource deficiencies and recommends corrective action
Business Planning
- Provides input to Divisions
business planning process
- Responsible for the development
and implementation of the Section business plan
- Performs quarterly reviews
as monitoring and evaluation mechanism of the Section.s business plan
- Ensures the development and
implementation of policy directives and implementation procedures
- Ensures changes and updates
in policy directives and implementation procedures
- Contributes to the Secretary
to Parliaments annual report to the Presiding Officers

- Financial Management
|
- Responsible for the preparation
of the budget of the Section in terms of the Parliamentary budgetary
process
- Accounts for expenditure of
the Section in terms of financial management policies and procedures
of the Parliamentary Service
- Monitors expenditure and reports
on overspending in terms of financial management policies and procedures
of the Parliamentary Service
- Prepares monthly, quarterly
and annual report of expenditure in terms of the Parliamentary reporting
process and format
- Responsible for the budgeting
of posts to be created and filled in terms of a Human Resources Plan
for the Section
- Contributes to the annual
report for the Parliamentary Service
- Manages finances according
to policy, PFMA prescriptions and other financial management systems
used by the PS [e.g. budget model, Manqoba financial management system,
etc.]

- Human Resources Management
|
- Responsible for human resource
planning of the Section
- Responsible for managing the
staff establishment of the Section
- Ensures that the Section has
the appropriate human resources to guarantee the delivery and implementation
of activities / projects
- Provides leadership and guidance
to staff regarding strategy, business plans, policies, operational procedures
and servicing of clients
- Manages and builds staff relations
in a way that ensures that teams function effectively
- Develops and reviews career
development options of all staff and recommends changes in job descriptions,
entry requirements and other relevant aspects to ensure the retention
of organisational experience
- Ensures that job descriptions
are updated on a regular basis to accurately reflect the tasks to be
performed and the profile of the person to performs the specific job
- Ensures the development and
implementation of induction / orientation programme for new appointees
- Ensures that performance is
managed in terms of Parliamentary Service performance management process
- Manages staff attendance,
overtime worked and leave in terms of Parliamentary Service policies
and procedures
- Manages staff discipline,
resolves grievances and conflict in terms of Parliamentary Service policies
and procedures

- Develops appropriate reporting
events, structures and features in compliance with Parliamentary Services

- Selects applicable content
and structure for reports in compliance with Parliamentary Services
Reporting timeframe and format
- Operates the planning, budgeting
and performance reporting systems
- Contributes effectively to
the annual Parliamentary report, quarterly operational reports and management
reports in compliance with Parliamentary Services Reporting timeframe
and format
- Reports effectively on Financial
Resources, Human Resources and Information Resources in compliance with
Parliamentary Services Reporting timeframe and format

- Catering Operations Management
|
- Reviews production schedules
and catering events with Head Chefs to determine variety and quantity
of foods to prepare
- Coordinates with Head Waitrons
and catering stores staff for food and beverage requirements, delivery
and set-up of events, staffing, etc.
- Reviews scheduled catering
event requests weekly to determine ordering needs; prepares requests
for products and equipment to be ordered
- Creates special event menus
for a variety of clients
- Develops and monitors budgets
and sales; estimates daily and weekly production and inventory food
requirements; coordinates inventory needs with menu forecasts
- Develops or assists with the
development and implementation of policies and procedures consistent
with those of Parliament to ensure efficient and safe operations
- Develops and implements systems
and processes to establish and maintain records
- Maintains food production
records, reports, and department files as required
